Public Health Preparedness Coordinator (HHS)

This position is responsible for partnering with Walworth County Emergency Management to develop, update and exercise a comprehensive Public Health and Health & Human Services emergency plan. This position assures that all staff are appropriately trained to investigate and respond to natural and man-made disasters, industrial accidents, epidemics, acts of war, or terrorism threats; coordinates the development and maintenance of memorandums of understandings with community partners; collaborates with other public and private agencies to assure local public health department response is coordinated with local emergency management activities; and is responsible for compliance with grant objectives and coordinating grant funding. This position will also provide and manage health education programs that help individuals, families and communities maximize and maintain healthy lifestyles, while serving as a health resource specializing in prevention and teaching in a variety of settings to all population groups. This position will advocate for health, health literacy and access to services for vulnerable populations and assist in grant objectives, work plans and respond to priorities that support the division's strategic plan while utilizing best practices and policies.

Essential Duties and Responsibilities:
This job description reflects management's assignment of essential functions; it does not prescribe or restrict the tasks that may be assigned.
Participate in department and community emergency response training and drills in support of public health emergency and disaster preparedness.
Perform public health emergency response duties as assigned and consistent with training provided, in response to threats to the public's health.
Contribute to a work environment where continuous quality improvements in service and professional practice are pursued.
Coordinate planning to establish a process for strategic leadership, direction and assessment of activities to ensure local readiness, interagency collaboration, and preparedness for all hazards, outbreaks of infectious disease, and any public health issues of concern.
Complete, evaluate, maintain and update as needed, the Public Health Emergency Preparedness and Response Plan.
Develop, review and manage department policies to support the emergency plan.
Coordinate Walworth County preparedness and response to public health emergencies.
Coordinate local public health protocols for mass distribution of medical and pharmaceutical supplies.
Develop and maintain memorandums of understandings with community partners to support the plan.
Develop and maintain a Mass Fatality Plan with community partners.
Develop and maintain a Sheltering Plan for Health & Human Services.
Participate as a member of local emergency preparedness committees (i.e. Local Emergency Planning Committee (LEPC), Southeast Wisconsin Healthcare Coalition for Emergency Readiness (HERC) ? Region 7).
Adhere to ethical and legal principles and department policy in the collection, maintenance, use and dissemination of data and information.
Facilitate implementation of community-focused educational programs to promote health and prevent disease in a variety of community settings.
Support public health programs in preparing and presenting press releases/public service announcements, conducting media campaigns, participating in health fairs and other community outreach programs, and/or maintaining program related websites.
Act as a liaison and representative on community committees and coalitions, sharing resources and encouraging collaboration to meet common goals that support Healthiest Wisconsin 2020.
Deliver targeted, culturally appropriate information to help individuals and groups understand health promotion and disease prevention information, policies, regulations and local code.
Serve as a resource and advocate for health and health literacy in the county and promote healthcare equity, quality and accessibility for all including vulnerable populations.
Coordinate prevention activities for the division incorporating community resources as appropriate.
Contribute community health planning expertise to the department's community needs assessment process, health improvement goal setting, identification of public health policy and action options, program development and creation of monitoring and evaluation plans.
Demonstrate a commitment to county safety and risk management efforts.

Education and/or Experience
Bachelor's degree in public health, nursing, health promotion, emergency management, public administration or related field with two to three years of experience in public health, community development, emergency management, environmental health, infectious disease, epidemiology or health education. Experience working with local public health agencies preferred. Knowledge of Trauma Informed Care Principles is essential.
Certificates, Licenses, Registrations
Valid Wisconsin driver license.
Proof of minimum auto liability insurance coverage.
Access to reliable transportation to all assigned work locations daily.
National Incident Management Systems (NIMS) ? Incident Command System (ICS) 100, 200 and 700 ? within three (3) months of hire.
National Incident Management Systems (NIMS) ? Incident Command System (ICS) 300, 400 and certification required within six (6) months of hire.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
